指标：要清楚有关经济适当可量化可信。可能多个指标一起配合。官僚化可能， 美化数值 。

准备阶段（参与人员确定，设定期望，设定标准，做排序等）

产生想法（分享想法，专人记录，也可以在别人基础上建立想法，尽可能多的想法

想法筛选整理（决议和评估，合并，建立清单，排序，最终想法清单等等）

优势：对他人想法做评判，抛出想法时不要考虑可行性，有效性取决于参与人投入意愿等、避免对某些想法做争论
